Restrictions on State Funds - July 24, 2009

Earlier this afternoon, Governor Perdue issued Executive Order Number 20 placing restrictions on spending from State funds. Until further notice, spending from State funds will be allowed only for mandatory obligations, including payroll, utilities, financial aid and debt service payments. Travel requiring the expenditure of State funds will be restricted; agencies will be restricted from filling vacant permanent or temporary positions if the commitment was not made prior to Friday, July 24, 2009; personnel actions such as promotions, reallocations and career banding adjustments will be restricted; and agency heads will be required to pre-approve and report to the Office of State Budget and Management (OSBM) all purchase orders for goods and services. The OSBM may make exceptions for direct classroom expenses, and emergency situations related to law enforcement, health care and public safety.

We learned this afternoon that the restrictions only apply to General fund (State fund) budget codes and do not apply to Trust or Endowment fund codes.
